Transparency and accountability of the municipalities are some of the main preconditions for establishment of democratic processes in one community and its sustainability. The experience so far has shown that transparency is a weak side of the local self-government.

lrz301-ziFor that purpose, within this project, it was foreseen for the municipalities to be supported for notifying the public, i.e. for provision of services for all larger projects or initiatives in the community. Thus, it was foreseen that the awareness will be raised for the need for information dissemination to the tax payers and those most influenced by the initiatives of the local self-government: the citizens.

The general goal of the project was increase of trust between the local administration and the citizens.

The goal of the project was improved transparent and responsible working of the municipalities.

The target group of the project were the citizens from the selected seven municipalities (Karbinci, Lozovo, Caska, Staro Nagoricane, Konce, Veles and Prilep) from total of thirteen focus municipalities from the LRZ programme (Dolneni, Mogila, Karbinci, Lozovo, Staro Nagoricane, Saraj, Jegunovce, Veles, Prilep, Zelino, Caska, Tearce and Konce) as well as citizens in general.

The target area encompassed the abovementioned seven selected municipalities.

The expected results from the project were produced and published annual reports and reports on the achievements of the municipalities.

The activities through which the abovementioned results were achieved were publishing of restricted call for proposals for 13 focus municipalities in the LRZ programme, selection of seven municipalities, financial support intended for the selected seven municipalities, organization of individual promotions and joint promotional event.The basic assumption, foreseen with the project, was that the decentralization processes (including the fiscal decentralization) increase the awareness of the local governments for inclusion of the citizens in public policies, thereby realizing responsible attitude towards them.

MCIC had the responsibility for the project management, whereas the seven selected municipalities were responsible for its implementation.

The planned risk for the realization of the project, the inexistence of awareness for the need for improvement of the management of the municipalities, through improvement of the transparency and enabling easy access to information for citizens of the community, was not realized.

During the process of realization, the risk for insufficient capacity of the selected municipalities for timely realization of the agreements concluded with MCIC for support to the project was present. Specifically, it referred to the timely preparation and publication of the annual reports and reports for the achievements of the municipalities. Thus, the project was not implemented in the planned time period from March 29th to July 31st 2007.

The period of implementation of the project was from April 29th – December 1th 2008.

The budget of the project amounted to 881,293.50 MKD.
