The analysis of the conditions in the professional development of teachers during their daily working made by the Ministry of Education and Science points out to lack of harmonized investments in education, particularly when compared with the initial education of teachers. The teachers’ training during teaching, in order to be able to respond to the new challenges in Macedonia, is voluntary and is provided to a significantly limited extent. As a response to the challenges to the social cohesion and poverty reduction, the Government of Republic of Macedonia implemented a loan from the International Bank for Development and Reconstruction (World Bank) in amount $5 million, grant in amount of 10 million EUR from the Dutch Government and $3 million participation of the Government of Republic of Macedonia for the project Education Modernization Project. The overall goal of the project is contribution and modernization of education in Republic of Macedonia. The goal of the project was contribution to the advancement of the quality of teaching and increase of participation in the teaching in the target school of the project. The target group of the project was the elementary school Hristijan Todorovski Karpos, Skopje. Direct beneficiaries were 7 teachers, management and other school staff from this elementary school. The result of the project was: trained 7 teachers, management and other school staff from the elementary school Hristijan Todorovski Karpos, Skopje on the topic of Communication Skills. The time period of the project implementation was May 1st – November 25th 2008. The financial report of the project amounted to total of 21.307,00 MKD (direct costs). The relations and cooperation of MCIC with the Education Modernization Project and the school Hristijan Todorovski Karpos, Skopje may be assessed as good and professional. Gonce Jakovleska, project officer in the Information Department, produced stories/interviews with the participants, regarding the activities related to public relations, and the same were published on the MCIC' web site. MCIC was responsible for the project implementation in accordance with the Agreement for Consultancy Services, concluded with the Ministry of Education and Science. MCIC submitted the following reports to the Directorate of the Unit for coordination of the Education Modernization Project: Initial report wherein the adapted training plan was included, Final report wherein the reports from the training evaluation were included, Portfolio for every participant wherein the grades from the knowledge examination were included and Individual action plans for every participant. The Unit for coordination of the Education Modernization Project provided format in which the reports were submitted. In order to evaluate the specificities of the conducted training in more accurate and concrete manner, 2 evaluations were undertaken during the realization of the trainings, through the standard questionnaires in MCIC format. MCIC prepared questionnaires for assessment of the acquired knowledge of the participants and conducted testing. The results from the testing were provided in the portfolios of every teacher and were submitted to the Ministry. The eventual risk regarding the follow-up activities (selection of MCIC from the schools in the subsequent cycle of planning development in the schools) is that the providers which are entered in the Catalogue for training programs are not allowed to perform promotional activities and motivate the schools to select them as providers.
