The Tetovo, Kumanovo-Lipkovo and Skopje regions are part of the so-called former crisis regions in the country, as part of the conflict from 2001. From 2001 to present days, a certain level of harmonization of the relations among the various ethnic groups has been achieved. However, there are many local problems which should be discussed and solved with joint efforts of the various stakeholders. These regions are characterized with weak infrastructure, underdevelopment, geographic and institutional isolation and high percentage of unemployment.

dum301-ziThese local problems are to be discussed and solved with joint efforts of the various stakeholders. On one hand, there are civil society organizations in these regions which may provide aid and assistance in the overcoming of the problems of the community, in order to achieve the wished results. On the other hand, for the purpose of solution to the local problems, initiative and activity of the local municipal leaders and active citizens are required.  However, neither the organization nor the local leaders have sufficient training or skills to provide the required support.

The overall goal of the project was to contribute to the improvement of the responsibility of the citizens, civil society organizations and institutions. The target group of the project was population in the rural areas of Kumanovo-Lipkovo, Skopje and Tetovo regions.

Direct beneficiaries were the local municipal leaders and local active citizens from the local neighborhood units of the rural areas in the regions of Kumanovo-Lipkovo, Skopje and Tetovo.

The objective of the project was to increase awareness and strengthen capacity for civic responsibility of the local municipal leaders and local citizens from the rural areas in the regions of Kumanovo-Lipkovo, Skopje and Tetovo.

The expected results of the project were: Raised awareness, developed and strengthened capacities of municipal leaders for development initiatives and their formulation in projects; To stimulate innovations/activities for solution to the local problems in the local neighborhood units; To establish participative approach to the local neighborhood units and municipalities and to develop project proposals for infrastructural initiative in each of the selected local neighborhood units.

In the framework of this project, 9 workshops were conducted (3 in each of the regions of Kumanovo-Lipkovo, Skopje and Tetovo) on the following topics: Workshop for project planning; Workshop for project formulation and Workshop for budgeting and access to donors.

Workshops for project planning;

At the workshop for project planning which was organized in Skopje, 9 local neighborhood units with 14 participants (all men) participated: Kondovo, Radusa, Ljubin, Gorno Orizari, Orlanci, Arachinovo, Tanushevci, Mirkovci and Grchec.

At the workshop for project planning which was organized in Tetovo, 9 local neighborhood units with 14 participants (2 of the participants were women and the rest were men) participated: Staro Selo, Nerashte, Dobroshte, Pirok, Bogovinje, Brvenica, Sedlarevo, Strimnica and Tearce.

At the workshop for project planning which was organized in Kumanovo, 8 local neighborhood units with 17 participants (1 of the participant was women and the remaining 16 were men) participated: Ramkovce, Lipkovo, Opae, Slupchane, Lojane, Umin Dol, Lukare and Pelince.

Workshops for projects formulation;

At the workshop for project planning which was organized in Skopje, 7 local neighborhood units with 9 participants (all men) participated: Ljubin, Gorno Orizari, Orlanci, Arachinovo, Tanushevci, Mirkovci and Radusha.

At the workshop for project formulation which was organized in Tetovo, 8 local neighborhood units with 10 participants (2 of the participants were women and the remaining 8 were men) participated: Strimnica, Nerashte, Bogovinje, Dobroshte, Sedlarevo, Tearce, Staro Selo and Pirok.

At the workshop for project formulation which was organized in Kumanovo, 8 local neighborhood units with 13 participants (all men) participated: Slupchane, Lipkovo, Lojane, Pelince, Opaje, Lukare, Lojane and Umin Dol.

Workshops for budgeting and access to donors;

At the workshop for budgeting and access to donors which was organized in Skopje, 8 local neighborhood units with 8 participants (all men) participated: Mirkovci, Tanushevci, Arachinovo, Gorno Orizari, Ljubin, Radusha, Orlance and Kondovo.

At the workshop for budgeting and access to donors which was organized in Tetovo, 8 local neighborhood units with 9 participants (2 of the participants were women and the remaining 7 were men) participated: Tearce, Dobroshte, Staro Selo, Bogovinje, Pirok, Kopance, Sedlarevo and Nerashte.

At the workshop for budgeting and access to donors which was organized in Kumanovo, 6 local neighborhood units with 14 participants (all men) participated: Slupchane, Opae, Ramkovce, Pelince. Lukare and Lipkovo.

MCIC was full responsible for the project implementation.

The funds for the implementation of the project were provided by OSCE.

The time period of project implementation was July 01th – December 31th 2008.

The budget of the project amounted to total of 190.578,00 MKD (direct costs).
